According to the present invent, an apparatus and a method for processing a video capable of playing the video seamlessly based on multi-codec in a mobile smart device which extracts data of a section for playing from real time stream image data of various codecs received from various video service servers, checks a network state of a mobile smart device user and a feature of a video player, respectively converts audio data and video data of a play bit stream selected in accordance with checked information, and synchronizes and provides the data to the video player. Therefore, since a video play environment is initialized for a codec process like the past though multiply receiving and playing the real time stream image data, providing by applying the various codecs, by entirely or partially extracting an original real stream image data, the present invention enables to naturally connect and play a follow-up video stream seamlessly.
