According to an embodiment of the present invention, an operating method of a system having a measurement device for back light of a navigation aid using a camera comprises the steps of: turning on power of a system; arranging a navigation aid; sensing a current capturing position; sensing brightness of the current capturing position; sensing a direction of a camera currently capturing; sensing a posture of the camera currently capturing; operating an image obtaining unit; operating an image pretreatment unit; operating a sensor combination unit; operating a back light measurement unit; operating a result output unit; and displaying a processing result on an information displaying device. Therefore, according to an embodiment of the present invention configured as above, the system having a measurement device for back light of a navigation aid using a camera and the operating method thereof obtain information of an aid from the visual aid to assist safe navigation of a ship.
