The present invention relates to a dibbling device for discharging seeds in a reformed seed injecting structure and, more specifically, a dibbling device for discharging seeds in a reformed seed injecting structure, which is allowed to discharge seeds to the bare ground in a dibbling manner at a set interval while moving along with the bare ground, including a main body in which a fixing axis is formed; a seedling wheel which is installed in the fixing axis and is a rotation structure where a seeding clip is located on the outer diameter at the same interval; a seed container fixed on the main body with installed seeding wheel which is installed in the side part of the seeding wheel; and a seeding injection module which adsorbs the seed stored in the seed container and injects the seed to the seeding clip.
