The present invention relates to a circumstance inference-based fault management apparatus and a method thereof managing faults generated from various network environments by determining causes of the faults. The circumstance inference-based fault management apparatus according to an exemplary embodiment of the present invention includes: a home/building resource integrated management unit collecting resource information, generating and managing relationship information of the resource, and transmitting the resource information and the relationship information of the resource; a user interface unit transmitting a fault diagnosis request signal of the resource; a fault management unit diagnosing the faults by using the resource information and the relationship information collected and managed by the home/building resource integrated management unit according to the fault diagnosis request signal and transmitting the result of diagnosing and fault factor inference requesting signal; a resource/relation data map storage unit receiving resource data and resource relational data to manage and store the same; a circumference inference unit receiving a fault diagnosis result and a fault factor inference requesting signal from a fault management unit, inferring the causes of the faults by using context information including the resource information and the relationship information collected from the resource/relation map data storage unit, and transmitting the final causes of the faults.
