Further, felt (15), which becomes the portion of a metal strip, etc., for pressing against an object, is arranged on the surface of the base (14). Further, the fixed outer tube (11) is fixed along the longitudinal direction on the end surface of the base (14) on the side of the slitter line from which the strip is fed.
