<p><P>PROBLEM TO BE SOLVED: To prevent continuous erroneous determination in processing after that, when a person in a monitoring space is determined as a suspicious person concealing a face and the determination was wrong. <P>SOLUTION: An image monitoring device 1 sets on an a screen a predetermined area including an area in which a suspicious person is detected as an ineffective area until predetermined conditions are satisfied, when it is determined that a head portion candidate area extracted from a person area in input images obtained by an imaging portion 2 is the suspicious person concealing a face.
