<p><P>PROBLEM TO BE SOLVED: To provide a function that instantly determines and adjusts a packet transmission interval depending on the connection environment of a terminal for all IP extension terminals on a network without performing a transmission performance test when a packet communication amount is determined depending on a bandwidth and a traffic volume in a communication system employing an IP network. <P>SOLUTION: Packet transmission interval determination means determines the transmission interval of a packet corresponding to a unique ID (MAC address value) held by an IP extension terminal or a router extracted by unique ID identification means, or terminal type information of the IP extension terminal extracted by terminal type identification means.
