The present invention relates to an anti-diabetic health functional food composition containing Helianthus tuberosus, Cudrania tricuspidata stem or root extract and nutgall extract as active ingredients. The present invention may be classified into snacks. A dough composition for manufacturing cookies contains 1 to 30 parts by weight of Helianthus tuberosus; 1 to 5 parts by weight of Cudrania tricuspidata stem or root extract; and 1 to 5 parts by weight of nutgall extract, with respect to 100 parts by weight of flour.
