The present invention relates to a steering apparatus and a steering method. The present invention has effects of requiring a simple configuration as a tiller and a rudder stock to operate a rudder are driven by using a gear, reducing costs thereby, and improving the quality thereby. Moreover, the present invention has effects of maintaining a constant steering force over the whole area, and not limiting a steering angle as driving by using a gear as described above.
