<p><P>PROBLEM TO BE SOLVED: To provide a sea bottom improver for improving a biodegradation effect and reducing influence on environmental pollution, while a conventional waste oil treatment agent is diffused to land and sea surface causing the environmental pollution, an oil absorption mat does not contribute to carbon dioxide reduction and chemical treatment has problems in the effect of improving underwater natural environment and soil. <P>SOLUTION: For the sea bottom improver, a kneaded object of powder soap, starch, seaweeds, jelly fish and carbide is sprayed to coal ash, fly ash, incineration ash, a magnetic raw material, active carbon, carbon, gypsum, lime, slag, clay, iron powder, aluminum powder, chaff, zeolite, sand, wood chips, salt or sodium hydroxide, phosphorous, sulfur, calcium silicate and a cement mixture, and a solid matter of foam is attained.
