an input (12) arranged to receive an input optical communication signal (14), having a first wavelength and a first optical power, carrying communications traffic encoded as an intensity modulation;
a non-linear optical medium (18) having a gain spectrum comprising the first wavelength and having a saturation power, and arranged to receive the input signal (14), the first optical power being higher than the saturation power, and arranged to receive a carrier optical signal (20) having a second wavelength, longer than the first wavelength and outside the gain spectrum, , wherein when the carrier optical signal and the input optical communication signal co-propagate in the non-linear optical medium cross-phase modulation of the carrier signal (20) by the input signal causes the input signal intensity modulation to be converted into a phase modulation of the carrier signal, forming an output phase modulated optical communication signal (22) carrying said communications traffic; and
