<p>Provided in particular is a transparent to semi-transparent liquid cosmetic material, wherein transparency (L value) is stably maintained and the liquid cosmetic material has a soft feeling of use with no stickiness even after being subjected to harsh conditions such as freezing or storage at high temperatures. Provided is a transparent to semi-transparent liquid cosmetic material which contains (a) 0.01 to 3 mass % of an oil component and (b) a hydrophilic surfactant selected from among a polyoxyethylene hardened castor oil and a polyoxyethylene phytosterol and which has an L value of 60 or higher, wherein isostearyl alcohol accounts for 60 mass % or more of the oil component (a). Furthermore, it is preferable to incorporate (c) a lipophilic surfactant selected from among polyglyceryl diisostearate, sorbitan sesquiisostearate and sorbitan sesquioleate in the cosmetic material.</p> |
