PROBLEM TO BE SOLVED: To provide a developing roller that provides high image quality and has excellent image durability, and stably outputs uniform images even when being left unused in a severe high-temperature and high-humidity environment for a long period; and a process cartridge and an electrophotographic device using the developing roller.SOLUTION: There is provided a developing roller 1 having a shaft core body 2, an elastic layer 3, and a surface layer 4 that covers the surface of the elastic layer 3, where the surface layer 4 is a urethane resin having a specific polyether polyester structure, and the surface layer 4 contains polyurethane resin particles having an elastic part in pushing work, which is measured according to ISO14577-1, of 80% or more. |
