The present invention relates to an apparatus and a method for cooling a guide vane of a syngas cooler with a guide vane, an apparatus and a method for removing flying ash, and an integrated gasification combined cycle power plant using the same. The present invention comprises: a gas conversion chamber included in an entrance part connected with a gasifier to receive syngas generated in the gasifier; at least one cooler positioned on a lower part of the gas conversion chamber to cool syngas at a high temperature; a guide vane installed inside the gas conversion chamber to equalize the flow velocity of main flowing areas formed on the side of an entrance supplying the syngas and on the opposite side of the entrance. The guide vane is installed inside the gas conversion chamber cooling syngas generated from the gasifier, thereby resolving a problem of unbalanced flow velocity and preventing fouling and blocking in an area with relatively slow flow velocity.
