PROBLEM TO BE SOLVED: To provide a phosphor capable of suppressing reduction of luminous efficiency.SOLUTION: An oxychloride phosphor is provided, which includes divalent Eu disposed as an activator in a part of sites of one or more predetermined substances in a host crystal, in which a molar proportion of the divalent Eu is less than 2% with respect to the sum of the molar number of the predetermined substances and the molar number of the divalent Eu. When the predetermined substance is represented by A, the phosphor is represented by general formula xAO yEuO SiOzCl, where A represents Sr and Ca, or Sr, Ca, and Mg; y is 0.002 or more and 0.02 or less; x+y is 1.00 or more and 1.30 or less; z is 0.20 or more and 0.70 or less.
