PROBLEM TO BE SOLVED: To obtain a video encoder and a video encoding method capable of enhancing the degree of improvement of coding efficiency with less amount of computation, and to obtain video encoded data in which coding efficiency is improved, a video decoder and a video decoding method capable of decoding a video image accurately from such video encoded data.SOLUTION: An intra-prediction unit 4 performs variable-length coding of an intra-merge flag, indicating whether or not the intra-prediction parameter in a coding block is same as the intra-prediction parameter in upper or left adjacent coding block, and if the intra-prediction parameters are same, performs variable-length coding of an intra-merge direction for specifying whether it is same as the upper adjacent coding block or left adjacent coding block. |
