[Problem] To provide a raw film for manufacturing optical films, and an optical-film manufacturing method using said raw film, whereby elution of polyvinyl alcohol during a step involving contact with water can be inhibited without the use of an insolubilization treatment such as immersion in an aqueous solution of boric acid or midair high-temperature stretching and optical films having excellent optical performance are easy to manufacture using general-purpose optical-film manufacturing equipment. [Solution] A raw film for manufacturing optical films, said raw film having a thermoplastic-resin film layer and a polyvinyl-alcohol layer containing a boron compound. Also, an optical-film manufacturing method that uses said raw film and includes a stretching step.
