PROBLEM TO BE SOLVED: To easily, sufficiently evaporate a reducer and further suppressing adhesion of the reducer.SOLUTION: A high active material addition device for adding a reducer to upstream of a NOx purifier 15 in an exhaust passage 10ex of an internal combustion engine 10 comprises an electric heater 34 (heating means). The electric heater 34 has a vaporization heating surface for heating and vaporizing liquid hydrocarbon, and a cracking and heating surface further heating and cracking the vaporized hydrocarbon. A modified reducer is produced as a high active material from the hydrocarbon cracked by the electric heater 34.
