PROBLEM TO BE SOLVED: To provide a second agent for permanent wave having high formation power of wave shape among the second agents for permanent wave into which a bromate is blended.SOLUTION: The second agent for permanent wave includes an oxidizing agent composition (I) into which a bromate (I) is blended and an oxidizing agent composition (II) into which a bromate (II) to be applied onto hair after the oxidizing agent composition (I) is applied thereto is blended, and the blending concentration of the bromate (II) in the oxidizing agent composition (II) is adjusted to be lower than the blending concentration of the bromate (I) in the oxidizing agent composition (I). |
