Disclosed are an apparatus and a method for generating a single bit stream. The apparatus includes: a video acquisition unit which acquires a plurality of individual video streams; an image information extraction unit which extracts an individual image code and individual header information from each individual video stream obtained by the image acquisition unit; and a bit stream generation unit that generates a merged image code by inserting each individual image code in an appointed location corresponding to a relevant video stream in a set layout form of a display picture, generates a merged header information corresponding to the merged image code by using each header information, and then generates a merged video stream including the merged image code and the merged header information.
