PROBLEM TO BE SOLVED: To provide an internal combustion engine controller capable of suppressing generation of condensate water in an intake passage in an internal combustion engine equipped with an EGR device.SOLUTION: An internal combustion engine controller comprises: a turbocharger that includes a turbine provided in an exhaust passage and a compressor provided in an intake passage; an EGR device returning part of exhaust gas to the intake passage upstream of the compressor via an EGR passage connecting the exhaust passage downstream of the turbine to the intake passage upstream of the compressor; an intake bypass passage communicating the intake passage upstream of the compressor with the intake passage downstream of the compressor; an air bypass valve provided in the bypass passage; an intake temperature sensor provided in the intake passage; first temperature storage means storing a first temperature relating to the generation of condensate water in the intake passage; and air bypass valve opening means opening the air bypass valve if an intake temperature detected by the intake temperature sensor is lower than the first temperature.
