PROBLEM TO BE SOLVED: To provide a base film to be used for a transparent conductive film that has excellent adhesiveness of a transparent conductive layer and stably gives good visibility.SOLUTION: The base film to be used for a transparent conductive film includes an active energy ray-curable resin layer (A) as an outermost surface layer on a substrate film, in which the surface of the active energy ray-curable resin layer (A) of the base film is subjected to a plasma treatment, and a transparent conductive layer is laminated by a dry process on the surface of the active energy ray-curable resin layer (A) subjected to the plasma treatment. The active energy ray-curable resin layer (A) has a thickness of less than 70 nm and a refractive index of 1.55 or less. The active energy ray-curable resin layer (A) contains inorganic particles by 20 mass% or more with respect to 100 mass% of the whole solid content of the active energy ray-curable resin layer (A).
