<p><P>PROBLEM TO BE SOLVED: To provide a method for producing a filler that can improve the yield when internally added to a pulp raw material, and also can sufficiently improve paper qualities such as opacity and brightness. <P>SOLUTION: The method includes: a process 101 in which a heat-treated material 10 obtained by heat treating an object containing papermaking sludge as a main raw material is aggregated with an aggregating agent 21 to obtain an aggregate 11; and a process 102 in which silica is composited to the aggregate 11 to obtain a silica composite 12 that is to be a filler X.
