An axle (32) runs from a proximal end (11) to the distal end of the shaft, where the axle is mechanically coupled to the distal end with a high-frequency electrode. The axle is positioned on the distal end of the shaft in center or proximal to the center of cross-section of the shaft and on the proximal end of the shaft on a border or proximal to the border of the cross-section of the shaft.
