<p><P>PROBLEM TO BE SOLVED: To provide a thermal insulating sheet that comprises a fiber structure having superior heat-retaining properties. <P>SOLUTION: The thermal insulating sheet comprises the fiber structure that mainly comprises a synthetic fiber, and has a porosity of 90-99 vol.%, a density of 0.01-0.2 g/cm<SP POS="POST">3</SP>and a thickness of 2 mm or more.
