A packaging sheet is provided which is suitable for packaging articles and capable of providing a texture of Japanese paper. The packaging sheet includes one-side coated paper (10) as a paper substrate, and a covering (18) affixed to a coat layer (14) of the one-side coated paper (10) with an adhesive layer (16) therebetween and having a density lower than that of the one-side coated paper (10). The packaging sheet is suited for use as an outer blank for forming an outer box for a cigarette package.
