<p><P>PROBLEM TO BE SOLVED: To provide a parking lot management device and the like which can smoothly move moving means after the moving means of a non-handicapped person is placed in a parking space for a handicapped person. <P>SOLUTION: A parking lot management device 10 comprises: an illumination section Ln formed in an arrangement area Pn for each handicapped person for arranging moving means C of the handicapped person; an illumination state change part 20 for changing an illumination state of the illumination section Ln; an already-registered identification information storage section 77 for storing the already-registered identification information in which identification information N1 related to the moving means C placed in the arrangement area Pn for the handicapped person are already registered; an image pickup section Kn for acquiring identification information; and an identification information judging section 53 for judging by comparing the identification information acquired by the image pickup section Kn to the already-registered identification information.
