Disclosed are a method for detecting and recognizing a traffic sign by using MCT (Modified Census Transform) features and an apparatus thereof. The method for recognizing a traffic sign according to an aspect of the present invention comprises the steps of: detecting a candidate region for traffic sign from an input image by using MCT features; verifying whether the candidate region is suitable for traffic sign by using a MCT feature histogram for the candidate region; and a traffic sign recognition step of classifying the verified candidate region (hereinafter, a region of interest) by stages with the traffic sign by using the MCT feature histogram for the region of interest.
