<p><P>PROBLEM TO BE SOLVED: To provide a method for producing an ink composition for offset printing, which prevents an increase in production costs, contributes to energy saving more than the conventional methods, and can considerably improve productivity. <P>SOLUTION: The method for producing an ink composition for offset printing includes a wetting step, a migration step, a pigment mixture making step and a milling step. In the wetting step, a dry pigment is added into water, stirred, and mixed, and the pigment is wetted by the water to obtain a water-wetted pigment. In the migration step, an oil component is added to the water-wetted pigment and the pigment is migrated into the oil component to obtain a pigment-in-oil component dispersed material. In the pigment mixture making step, the pigment-in-oil component dispersed material is dehydrated and a resin component is dissolved in the oil component to obtain a pigment mixture.
