An image forming device comprising: an image holding member that is rotatable at a first speed and a second speed slower than the first speed; a developing unit that includes: a developing part that is rotatable at a third speed and a fourth speed slower than the third speed and supplies a two-component developer including toner and carrier to the image holding member to develop a latent image formed on the image holding member with the toner; anda carrying part that is rotatable at a fifth speed and a sixth speed slower than the fifth speed and carries the two-component developer supplied to the developing part while agitating the two-component developer in an accommodating part; and a control unit that executes a change of a high speed mode in which the image holding member is operated at the first speed, the developing part is operated at the third speed and the carrying part is operated at the fifth speed to perform development and a low speed mode in which the image holding member is operated at the second speed, the developing part is operated at the fourth speed and the carrying part is operated at the sixth speed to perform development, the control unit performing a control so that when an amount corresponding to an amount of the toner supplied to the image holding member by the development in the high speed mode exceeds a threshold value, the carrying part rotates at a speed that is slower than the first speed while maintaining the image holding member at the first speed.
