In the present invention, provided are an ultra-rapid hardening cement composition, which is allowed to have stable, early strength and a long strength, and a manufacturing method thereof wherein the ultra-rapid hardening cement composition includes a Portland cement which is a hydraulic binder; a calcium sulfo-aluminate which is allowed to form ettringite in a stable manner and to improve strength and durability for a long time when making react with cement; a mixture of amorphous C12A7 or C_12A_7 and alumina cement as a calcium aluminate added to control a heat generating temperature based on season; and an anhydrous gypsum for promoting a post hardening speed and a compression strength.
