Disclosed are a radio map loading apparatus which maintains accuracy and stability of radio map DB based location estimation method and also enables rapid location estimation, a method thereof, and a terminal device. The disclosed radio map DB loading apparatus includes: a movement information calculation part which calculates movement information of a terminal on the basis of the difference between a prior location and an estimated final location of the terminal; and a loading performing part which loads a radio map DB including peripheral node information of the reference location of the terminal′s estimated position based on radio map DB including peripheral node information for each of the reference locations and the movement information calculated from the movement information calculation part.
