The present invention relates to a network-based safe browsing DB generation and distribution method and a method for forcing a safe browsing by using a safe browsing DB. The network-based safe browsing DB generation and distribution method according to one embodiment of the present invention comprises the steps of: collecting a website URL list in the internet connection at predetermined periods through a harmful site blocking system which is distributed in advance; identifying whether a website URL collected through a client honeypot-based system is a malicious code site or a phishing site; creating a first list by converting host addresses of websites identified as malicious code sites or phishing sites into SHA256 hash values; downloading, by using an open API provided by Google, a second list which is a list of SHA256 hash values related to safe browsing host addresses; and gathering hash values of the first and the second list and generating a distribution file based on a SHA256 hash value file where duplicate hash values are removed and thereafter uploading to a distribution server. In addition, the method for forcing a safe browsing intercepts a user computer from accessing a harmful site by using a distribution file.
