A data transmission method, a data forwarding device, and a system. The data transmission method comprises: a first device receiving packet data sent by a first packet handling switching (PHS) network device through a first Ethernet interface, and receiving in-phase/quadrature (I/Q) data sent by the first device through a first common public radio interface (CPRI), a format of the I/Q data conforming to a CPRI protocol; the first device converting the packet data into conversion data a format of which conforms to the CPRI protocol; and the first device carrying the conversion data and the I/Q data in a transmission resource of the CPRI channel, and sending the transmission resource to a second device, the first PHS network device being an PHS server device and the first unit being a baseband unit (BBU), or the first PHS network device being an PHS client device and the first unit being a remote radio unit (RRU).
