Disclosed are an integrated railway radio and a system including the same. According to an embodiment of the present invention, the integrated railway radio system comprises: a wireless gateway which relays a wireless communication between a radio or a terminal in at least one train wireless communication network and a radio in a wireless packet network; a radio control server which is connected to the wireless gateway, sets a call between the radios, and generates a channel to provide an Internet protocol (IP)-based push-to-talk (PTT) service between the radios; at least one wireless access apparatus which is connected to the radio control server; and a radio which accesses to the wireless access apparatus and is provided with the IP-based push-to-talk (PTT) service from the radio control server through the wireless packet network.
