PROBLEM TO BE SOLVED: To suppress reduction in encoding efficiency.SOLUTION: An image processing device comprises: a prediction vector generation part, when a current parallax vector of a current block used for prediction utilizing correlation of a parallax direction is encoded, generating a prediction vector of the current parallax vector by using a reference parallax vector that is referred to when a prediction motion vector is generated; and a difference vector generation part generating a difference vector between the current parallax vector, and the prediction vector generated by the prediction vector generation part. This disclosure can be applied to an image processing device.
