PROBLEM TO BE SOLVED: To provide a foamed heat-insulation paper container which has the excellent smoothness of a foam layer surface, and can shorten the foaming time.SOLUTION: A foamed heat-insulation paper container has base paper, a thermoplastic resin layer that covers one face of the base paper, and a foam layer that covers the other face of the base paper. The foam layer comprises a foam of polyolefin resin subjected to electron beam irradiation, and the thermoplastic resin forming the thermoplastic resin layer has a melting point higher than a melting point of the polyolefin resin subjected to electron beam irradiation.
