A method and device for sending and receiving network auxiliary signalling. The method comprises: sending, by a first base station, downlink control signalling through a physical downlink control channel or an enhanced physical downlink control channel, wherein information carried by the downlink control signalling at least comprises: information indicating whether a scheduling user exists and/or information indicating a downlink transmission parameter of the scheduling user. In the embodiments of the present invention, a downlink control signalling is directly sent to a user terminal by a first base station without being sent by a base station of a cell where the user terminal is located, thereby reducing the signalling overhead of an X2 interface.
