The present invention relates to a pre-setting module for an expansion joint of a bridge and an expansion joint having the same to allow the quick and accurate installation of an expansion joint in the field as the pre-setting module is mounted on an expansion joint of a bridge in advance of the release to securely pre-set the separation between upper plates through a simple operation shortly before the installation of the expansion joint. To achieve this, the setting module for an expansion joint of a bridge includes: a first main body to be supported in one among a pair of upper plates of an expansion joint; a second main body joined to the other among the pair of upper plates; and an adjustment member joined to the first and second main bodies to vary the separation between the pair of upper plates by applying the relative displacement to the first and second main bodies.
