The present invention relates to a cleaning solution spray member and an apparatus to clean an external surface of a building having the same which falls along the external surface of the building; cleans by spraying a cleaning solution on the external surface of the building such as windows or the surface of the external wall of the building and wiping; reduces a quantity of the cleaning solution used to clean the external surface of the building; omits or reduces a composition to collect waste cleaning solution; omits the composition to hold the cleaning solution; and reduces a weight of the entire apparatus. The cleaning solution spray member of the present invention comprises: a rotor (10) placed to be horizontal such that it is at right angles to the external surface of a building in front of the external surface of the building for rotating; a vertical falling nozzle (11) to allow the cleaning solution be vertical to the rotor (10); and a cleaning solution container (12) to hold the cleaning solution, and supplying the cleaning solution to the vertical falling nozzle (11). The cleaning solution spray member is placed in an apparatus for cleaning (100) which cleans by facing the external surface of a building, and falling along the external surface of the building. The cleaning solution spray member of the present invention, when the cleaning solution supplied by the cleaning solution container (12) falls vertically to the top surface of the rotor (10) through the vertical falling nozzle (11), sprays the cleaning solution to the external surface of a building as the cleaning solution collides with the rotating rotor (10).
