Provided is a thermal power plant using low-grade coal as a fuel, which can improve the thermal efficiency of the entire plant. The thermal power plant is comprised of a drying device (3) which dries low-grade coal supplied to an ignite mill (coal mill) (4), and a drying gas heater (13) which heats air supplied to the drying device (3) to dry the low-grade coal. A capacitor (12) is connected to the drying gas heater (13) via a heat exchanger (19). The exhaust heat of the capacitor (12) is used as a heat source to heat the air.
