摘要 <p>PROBLEM TO BE SOLVED: To provide a charging and discharging device that can charge an object surface temporarily and discharge the object easily and reliably when the charged state is not required any more.SOLUTION: The charging and discharging device comprises: high potential switching means 4 for switching a potential of a discharge electrode needle 1 to a positive or negative high potential; and low potential switching means 5 for switching a potential of a porous electrode plate 2 provided between the discharge electrode needle 1 and an object 7. In charging, one polarity of the discharge electrode needle 1 is switched to high potential, the potential of the porous electrode plate 2 is switched to low potential in the same polarity as the discharge electrode needle 1, and ions generated on the discharge electrode needle 1 by an action of an electric field formed on the porous electrode plate 2 and a surface of the object 7 are guided to a predetermined area of the surface of the object 7. In discharging in contrast, the high potential switching means 4 and the low potential switching means 5 are switched, the potential of the discharge electrode needle 1 is switched to high potential in reverse polarity, and the potential of the porous electrode plate 2 is switched to low potential or ground potential in the same polarity as the discharge electrode needle 1. Thus, the action of an electric field formed between the porous electrode plate 2 and the surface of the object 7 guides ions generated by the discharge electrode needle 1 to the surface of the object 7.</p>
