<p>PROBLEM TO BE SOLVED: To develop a new cosmetic base having high transparency and to provide a highly marketable water-in-oil type emulsion cosmetic utilizing the transparency.SOLUTION: There can be provided a water-in-oil type emulsion cosmetic base having high transparency by satisfying the following conditions (a) to (c): (a) the base contains a polyether-modified silicone and/or a polyglycerol-modified silicone and the total content is 1.5 to 7.0 mass% of the entire cosmetic base; (b) the base contains a cyclic silicone and the content is 50 mass% or more of the oily components; and (c) the base contains a polyhydric alcohol and the content is 20 mass% or more of the entire cosmetic base.</p> |
