A method and device for activating a secondary cell, a communication system, a base station, and a user equipment, applicable in the technical field of communications. The method for activating a secondary cell comprises: a base station of a primary cell simply transmits configuration information of a secondary cell to a user equipment, where the configuration information comprises configuration information of an uplink control channel of the secondary cell, and transmits downlink data of the user equipment to a base station of the secondary cell for forwarding to the user equipment. This allows a user equipment to determine directly which secondary cell to reside in and to activate same secondary cell, thus reducing time and signaling exchanges in an activation process for the secondary cell. Furthermore, when a user equipment is moving among secondary cells, this conserves resources consumed by frequent transmission of activation commands to secondary cells by a base station of a primary cell in the prior art.
