According to the present invention, a polymer modified asphalt binder manufactures modified asphalt by a reaction after mixing a modifying agent comprising a phenol-based monomer and a PS-based copolymer with asphalt. In addition, according to the present invention, a manufacturing method of a polymer modified asphalt binder comprises the steps of: (A) dissolving as mixing a PS-based copolymer with a phenol-based monomer in a preset ratio under the environment in the range of the preset temperature; (B) melting as heating asphalt in the range of the preset temperature; and (C) mixing and reacting a mixed solution of a phenol-based monomer and a PS-based copolymer obtained in step (A) with asphalt melted in step (B).
