The present invention relates to a ground reinforcing method and a ground-reinforcing device which can be used for the implementation of the method. The method includes a step (S10) of making a groove on the ground; a step (S11) of inserting a pile into the groove, and injecting mortar (121); a step (S12) of preparing the soil on the predetermined radius (d2) around the pile; a step (S13) of injecting a solidification agent into the prepared soil; and a step (S14) of solidifying the solidification agent. Therefore, the whole area around the pile is improved and reinforced as opposed to the existing method, and eventually it is possible to keep the reinforced ground and the support force of the pile at a constant level.
