<p><P>PROBLEM TO BE SOLVED: To provide an antifouling coating agent exhibiting low water repellency, excellent in a water evacuation property, hardly remained with a water droplet, excellent in an antifouling property, and optionally excellent in cleanability. <P>SOLUTION: The antifouling coating agent contains a quaternary ammonium chloride of an amino-modified silicone compound, and an aliphatic amine alkylene oxide adduct.
