The present invention provides a dielectric barrier discharge-catalyst complex device and a method for removing methane and carbon dioxide using the device. According to the disclosed method, the environment can be conserved by increasing reaction activity of carbon dioxide and methane as inducing a catalyst to a plasma reactor at low temperatures, and removing carbon dioxide and methane gas as environmental pollutants. In addition, the method can be used in manufacturing a high-value-added hydrocarbon compound or the like from H_2 and CO as synthetic gas generated during a decomposition reaction of carbon dioxide and methane.
