<P>PROBLEM TO BE SOLVED: To improve quality of service using an electronic coupon. <P>SOLUTION: A terminal identification information acquisition part acquires terminal identification information for identifying a communication apparatus. A fee management part manages fee of a service provided for respective communication apparatuses identified by the terminal identification information. An electronic coupon issuance part issues an electronic coupon that can be used at an alliance store to a communication apparatus. An electronic coupon use status management part determines fee of a service depending on a use status of the electronic coupon at an alliance store. It makes it possible to effectively use an electronic coupon and improve quality of service using an electronic coupon.
