The present invention relates to an anti-diabetes activation composition including extracts, obtained by extracting stems and leaves of Rubus occidentalis with hot water or ethanol, as active ingredients. The extracts promotes activity of secreting insulin by using an a-glocosidase inhibition activity of a phenolic compound and an NIT-1 cell, and thus have an anti-diabetes effect.
